    In the ruling period of the Ilkhans a complex and multi-layered fiscal system was formed. Since the end of the 13th century, in parallel with the weakening of the central power, corruption and arbitrariness of the state officials had developed in the Ilkhanate, as a result of which the tax system turned into a real oppression. Approximately 30 types of taxes and duties were imposed on the subject peoples, nevertheless, even after this it was difficult to replenish the state treasury, inasmuch as generally the collected taxes were robbed by the officials themselves.

    For many centuries, Armenians lived on the territory of various empires. Historically, the closest are the periods of the Russian and Ottoman empires, as well as the Persian Empire. The political cultures of these empires had noticeable impact on the formation of culture in the Armenian state, starting from 1918. In this matter, the way of legitimizing the first person of the state is of great importance, in particular, in the Byzantine Empire, and then in the Russian empire.

    The Armenian people were hopeful that after the capitulation of Turkey in the First World War (WWI) and the dislocation of the Allies troops in Transcaucasia, territories of Western Armenia and Transcaucasia would be included within the First Republic of Armenia. However, the Armenian people experienced another disappointment. In 1918–1920, Great Britain, who had gained dominance in Transcaucasia, ignoring the promises given to the Armenians during the war and their particular contribution to the victory of the Allies, adopted anti-Armenian attitude towards the Karabakh conflict.asryan.arm@gmail.com

    Since independence, Georgia has not adopted a law regulating the field of religious organizations and defining their rights and obligations (“Law on Freedom of Conscience and Religious Organizations”). The relations between the latter and the state are regulated by a constitutional agreement approved by the Parliament as of October 22, 2002.
